This market will resolve to the country with which the United States first signs a formal agreement specifically focused on rare earth minerals development, extraction, processing, or supply chain cooperation.
The agreement must be officially announced by the U.S. government or the partner country's government
The deal must explicitly include rare earth elements/minerals as a primary focus
Memorandums of Understanding (MOUs) or preliminary agreements will count if they are formally signed by authorized representatives of both governments
The market will resolve based on the date of signing, not the date of implementation or announcement
If the U.S. signs a multi-country agreement that includes both Ukraine and Russia simultaneously, the market will resolve to whichever country is listed first in the agreement or whichever bilateral component is signed first
