This market resolves YES if reddit.com removes the ability for users to downvote replies to posts, or the posts themselves.

The fine print:
If removing downvotes on posts, but keeping on comments- still resolves YES
If removed on comments, but still allowed on posts- still resolves YES
If there is a subreddit setting to enable the subreddit to re-enable downvotes- resolves NO
