Does this mean the cash has to be paid in Trump presidency or is just a contract awarded with payment dates after Trump leaves office ok?

If trump were incapacitated or otherwise replaced as president would this resolve no immediately or would the rest of his term count?

Yeah a mission to mars probably wouldn't cost under $1B, I just wanted to put some threshold number in to rule out like NASA putting a small science payload on a SpaceX mission without providing significant funding.

Updated the title to say "help fund" instead of "fund"

The Trump administration has allocated $700 million for the development of a new MTO, which will be dually-used for both a Mars Sample Return mission and future crewed Mars missions.

Probably won't be awarded SpaceX. However, if SpaceX were paid 100 million for delivery to Mars orbit, that would be sufficient or does it have to land on Mars?
