Will the President transmit a written report to Congress under 50 U.S.C. § 1543(a)(1) (War Powers Resolution) citing Article II authority for U.S. armed-forces hostilities against Iran on or before 31 December 2025?

Resolution criteria

• YES – A document meeting all of the following appears in the Congressional Record, on congress.gov, or on whitehouse.gov:
  

  1. Explicit heading “Report to Congress consistent with the War Powers Resolution” (or similar);

  2. Cites Article II as legal basis (no existing AUMF reference alone);

  3. Identifies Iran or Iranian forces/territory as the theater of hostilities.

• NO – No such report by 23:59 ET 31 Dec 2025.
